"Is Avon Erepresentative free for Avon Independent Sales Representatives?"?

My girlfriend has been selling Avon since July 2009 and she did "erepresentative" for one campaign in 2009 but couldn't afford to keep it because she had to pay a fee of $7.95. She has been thinking of creating her own Avon personal website as an erepresentative. She is skeptical about it even though her District Sales Manager says it's free. Please help us. Is Avon Erepresentative free?
