How to convince my mom to let me stay with my grandma for a year?

Let her understand it's better school wise. Any parent thats a good parent will understand that. Tell her that you love the state and would like to spend some quality time with your grandma. Also tell her your GPA will go really high with you staying there because of the good school district. Also you'll be a new student so your pay attention more in school anyways.
